Los ocupantes de tierras en la Norpatagonia. Los Inspectores nacionales, el colono ideal y el poblador real al comenzar el siglo XX

Abstract

El presente trabajo realiza una aproximación a los pobladores que se asentaron en el norte de la Patagonia Argentina, particularmente en el Territorio de Río Negro, a partir de los informes de inspección realizados por funcionarios de la Dirección Nacional de Tierras en los años 1904, 1910 y 1920-21. Estos informes no abarcan la totalidad del territorio, inspeccionándose en esos años distintas zonas, particularmente las destinadas a funcionar como colonias o reservas –Conesa, Choele Choel, Frias, El Cuy, Valcheta-. Los mismos dan cuenta de los pobladores, la forma de tenencia de la tierra, la producción y las inversiones realizadas, clasificando y calificando a los pobladores de acuerdo a diferentes variables. El relato construido por estos inspectores resultaba el insumo más importante a la hora de decidir el acceso a la tierra. Se estudian los informes que estos agentes estatales producían, caracterizando las condiciones del poblamiento y puesta en producción de la región por parte de los pequeños productores de ganado menor o crianceros, complementando esas fuentes con la prensa regional y la producción existente sobre el tema.

The present work realizes an approximation to the occupants who populated the north of the Patagonia Argentina, particularly the Territory of Rio Negro, on the base of the reports of inspection realized by civil servants of the National Direction of Earths in the year 1904, 1910 and 1920-21. These reports do not include the totality of the territory, different zones being inspected in these years, particularly the destined ones to work as colonies or reservations - Conesa, Choele Choel, Frías, The Cuy, Valcheta-. The same ones inform about the settlers, the form of possession of the land, the production and the realized investments, classifying and qualifying the settlers of agreement to different variable. The statement constructed by these inspectors was turning out to be the most important input at the moment of deciding the access to the land. There are studied the reports that these state agents were producing, characterizing the conditions of the poblamiento and putting in production of the region on the part of the small producers of minor cattle or crianceros, complementing these sources with the regional press and the existing production on the topic.
